一、2022年工作回顧
剛剛過去的2022年,面對錯綜復雜的國內外形勢和艱巨繁重的改革發展穩定任務,我們在xxx、xxx的堅強領導下,全面貫徹落實黨的十八大和十八屆三中、四中全會精神,深入學習貫徹習****xxx系列重要講話精神,認真執行市委各項重大決策部署,緊緊圍繞“科學發展、富民興渝”總任務,大力實施五大功能區域發展戰略,全面深化改革開放,著力穩增長、促改革、調結構、惠民生、防風險,在新常態中奮發有為,在轉型發展中提質增效,全市呈現出經濟穩中向好、民生不斷改善、社會和諧穩定的良好局面。
一年來,我們所做的工作及成效主要有:
(一)五大功能區域發展取得積極進展。堅持把五大功能區域發展戰略作為全市“五位一體”現代化建設的布局、載體和平臺,相繼出臺產業布局、財政扶持、生態環保、考核評價等分類扶持、差別約束的配套措施,促進了資源要素優化配置和高效利用。都市功能核心區高端要素加快集聚,服務業增加值占比提高到78%;都市功能拓展區先進制造業提速發展,片區開發有序推進,規模以上工業總產值、進出口總額占全市比重分別達到和;城市發展新區加速擴容,重大基礎設施規劃啟動實施,范文內容地圖工業投資占全市比重達到;渝東北和渝東南特色發展、綠色發展步伐加快,生態涵養和保護得到加強,特色產業和生態旅游亮點紛呈。隨著五大功能區域發展戰略深入實施,全市可持續發展機制初步形成,區縣和市場主體活力得到激發,各功能區域呈現出相互支撐、優勢互補、協調聯動的新局面。
(二)產業升級步伐加快。突出高端化、配套化、集聚化,推動產業集群發展,形成了先進制造業與現代服務業雙輪驅動格局。全市工業總產值突破2萬億元,增長14%。“6+1”產業集群持續發展,汽車和電子信息兩大支柱全面發力。長安福特三工廠、上汽通用五菱等項目投產,全市汽車產量達到263萬輛,自主品牌占比和單車均價明顯上升。各類智能終端產量達到2億臺件,sk海力士芯片封裝、奧特斯集成電路基板、巨騰機殼等關鍵零部件項目投產,本地配套率進一步提高。對裝備、材料、輕紡等處于不景氣周期的行業,實施“一企一策”分類指導,推動兼并重組,促進產品升級,努力降本增效,奮力開拓市場,扭轉了低迷態勢,產值增幅均超過10%。緊跟全球科技革命和產業發展趨勢,個人簡歷鎖定并布局了集成電路、液晶面板、頁巖氣等十大戰略性新興產業,實施了一批有長遠戰略意義的大項目。發揮工業園區支撐作用,產業集中度提高到76%。持續推進工業研發千億投入計劃,實施7個重大科技專項和42個科技支撐示范工程。中科院重慶研究院竣工運行。
服務業提檔升級步伐加快。謀劃實施了跨境電子商務、保稅商品展示交易、保稅貿易、大數據云計算、跨境結算等五大新型服務貿易,服務貿易額增長25%,實現824億美元離岸金融結算,完成1602億元跨境人民幣結算,電子商務交易額達到4500億元。各類金融機構加速集聚,資產規模超過萬億元。銀行業金融機構快速增長,開業分行和法人機構達到95家,不良貸款率控制在的低位。中央商務區加快形成,都市區“1+16”核心商圈和專業市場體系逐步完善,雙福國際農貿城開業,百億級商圈和市場分別增至10個和15個。會展規模刷新紀錄。餐飲住宿業扭轉了下滑態勢。依托鐵路、公路和水運,現代物流基地、區域性物流節點和城市配送體系加快形成。加大跨區域旅游協作力度,推進度假區建設,新增4a級景區14處,旅游總收入和入境游人次分別增長、。
(三)重點領域改革取得新突破。堅持問題導向,有序推進133項改革任務,聚焦突破25項重點改革,為經濟社會發展注入了新活力。推進政府職能轉變和機構改革,取消、下放和調整行政審批事項526項。落實西部大開發和結構性減稅政策,心得體會取消和免征一批行政事業性收費,為企業減稅讓利379億元。實施新一輪區縣政府機構改革。兩江新區試點大部制改革。璧山、銅梁完成撤縣設區。推進工商登記制度改革,完善小微企業扶持機制,新辦企業增長,市場主體達到172萬戶,非公有制經濟占比達到。改革產業扶持資金使用方式,創設6支產業引導股權投資基金。推進投融資改革,啟動了1300億元基礎設施ppp項目。完善政府性債務管控機制,削減債務1016億元,做到了風險可控。發展混合所有制經濟,國資項目面向社會增資擴股和轉讓股權1130億元,5家企業成功上市,22家企業在新三板掛牌。金融租賃、消費金融、第三方支付等12家新型金融機構獲準設立,信用保證保險等10家機構取得突破性進展。要素市場年交易量突破9000億元。全年新增社會融資5500億元。深化統籌城鄉綜合配套改革,啟動農村集體資產量化確權改革試點,累計交易地票萬畝、交易額306億元,農村產權抵押貸款達到685億元,新增農民工轉戶萬人。穩步推進社保、醫療、教育、文化等社會民生領域改革,基本公共服務均等化程度不斷提升。
(四)內陸開放高地建設縱深推進。積極融入國家“一帶一路”戰略和長江經濟帶重大部署,構建大通道、大通關、大平臺開放體系,形成了寸灘水港、江北國際機場、團結村鐵路中心站三個交通樞紐、三個一類口岸、三個保稅監管區。渝新歐國際鐵路聯運大通道成為中歐貿易陸上貨運主通道,在組織返程貨源、開通國際郵運、開放鐵路口岸、獲批汽車整車進口口岸、設立鐵路保稅物流中心(b型)、班列提速降費等方面取得新突破。兩路寸灘保稅港區獲準開展貿易多元化試點,設立進境水果和肉類指定口岸。加工貿易、一般貿易、服務貿易協同發展,外向型產業集群加速形成。全方位、多渠道、寬領域招商引資,實際利用外資穩定在106億美元。兩江新區功能開發全面展開,先進制造業和現代服務業加速集聚,輻射帶動作用明顯增強。經****、高新區基礎開發和招商引資同步推進,產業集中度和產出率又有新提升。渝港、渝澳、渝臺交流合作得到加強,與兄弟省區市經貿合作不斷深化。

On the basis of a comprehensive assessment of the current situation, we have made proper adjustments to the targets that we were considering before covid-19 struck. This year, we must give priority to stabilizing employment and ensuring living standards, win the battle against poverty, and achieve the goal of building a moderately prosperous society in all aspects. The deficit-to-GDP ratio this year is projected at more than percent, with a deficit increase of one trillion yuan over last year. On top of this, one trillion yuan of government bonds for covid-19 control will also be issued. These are extraordinary measures for an unusual time.?
The aforementioned two trillion yuan will be transferred in full to local governments; a special transfer payment mechanism will be set up to ensure that funds go straight to prefecture and county governments and directly benefit businesses and people. These funds should be primarily used to ensure employment, meet basic living needs, and protect market entities. This includes giving support to cut taxes and fees, reduce rents and interest on loans, and increase consumption and investment. It is important to stress that government funds are public in nature and that no such funds are allowed to be withheld or diverted for non-designated uses.
We will work harder to improve the composition of fiscal spending. We will see that spending on people’s basic wellbeing is only increased and not cut, ensure spending in key areas, and resolutely cut general expenditures. Construction of new government buildings and wasteful and excessive spending will be strictly prohibited.
Government at all levels must truly tighten its belt. The central government will take the lead by committing to negative growth in its budgetary spending, with a more than 50 percent cut to outlays on non-essential and non-obligatory items. All types of surplus, idle and carryover funds that should be taken back will be withdrawn and reallocated. We will see that funds are put to better and more effective use; we will scrutinize all expenditure items and see that every cent is used where it is needed most and where market entities and the people will feel the greatest benefit from it.

We will use a variety of tools such as required reserve ratio reductions, interest rate cuts, and re-lending to enable M2 money supply and aggregate financing to grow at notably higher rates than last year. We will keep the RMB exchange rate generally stable at an adaptive, balanced level. As we work to develop new monetary policy instruments that can directly stimulate the real economy, it is crucial that we take steps to ensure enterprises can secure loans more easily, and promote steady reduction of interest rates.
就業優先政策要全面強化。財政、貨幣和投資等政策要聚力支持穩就業。努力穩定現有就業,積極增加新的就業,促進失業人員再就業。各地要清理取消對就業的不合理限制,促就業舉措要應出盡出,拓崗位辦法要能用盡用。

We will improve and effectively utilize mechanisms for monitoring and assisting people who fall back into poverty and consolidate our gains in poverty alleviation. We will endeavor to protect our blue skies, clear waters, and clean lands, and meet the goals for the critical battle of pollution prevention and control. Strong measures will be taken to prevent and control major risks in the financial and other sectors and to forestall systemic risks.

Fellow Deputies, On behalf of the State Council, I will now report to you on the work of the government and ask for your deliberation and approval. I also invite comments from members of the National Committee of the Chinese Peoplexxxs Political Consultative Conference (CPPCC). I. 2018 in ReviewThe year 2018 was the first year for putting the guiding principles of the 19th National Congress of the Communist Party of China fully into effect. It was also this govern m entxxxs first to perform, in accordance with law, the functions of office. In pursuing development this year, China faced a complicated and challenging domestic and international environment of a kind rarely seen in many years, and its economy came under new downward pressure. Under the firm leadership of the Party Central Committee with Co 皿 adeXi Jinping at its core, we, the Chinese people of all ethnic groups, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, forged ahead and overcame difficulties. The yearxxxs main targets for economic and social development were accomplished, and in building a moderately prosperous society in all respects, we made major progress toward a decisive victory. The main economic indicators were kept within an appropriate range. Gross domestic product (GDP) grew by percent, exceeding 90 trillion yuan. Economic growth matched electricity consumption, freight transport, and other indicators. Consumer prices rose by percent. In the balance of payments a basic equilibrium was maintained. A further million new urban jobs were added, and the surveyed unemployment rate remained stable at a comparatively low level of around 5 percent. For a big developing country with a population close to billion like ours, attaining relatively full employment is critical. Economic structure was further improved. Consumption continued to play an increasing role in driving economic growth. The service sectorxxxs contribution to growth approached 60 percent. Growth in high-tech industries and equipment manufacturing outstripped that of ot?er industries. Harvests were again good. Energy consumption per unit of GDP fell by percent. The quality and returns of growth continued to improve. New growth drivers grew rapidly. A number of major scientific and technological innovations were made, like the Changxxxe-4 lunar probe. Emerging industries thrived and traditional industries saw faster
transformation and upgrading. Business startups and innovation continued to surge nationwide, with an average of over 18,000 new businesses opening daily and the total number of market entities passing the 100 million mark. New growth drivers are now profoundly changing our mode of production and way of life, creating new strengths for Chinaxxxs development. New breakthroughs were made in reform and opening up. Institutional reforms of both the State Council and local governments were implemented smoothly. New progress was made in reform in key fields. The negative list system for market access was put fully into effect. Reforms to streamline administration and delegate power, improve regulation, and upgrade services were intensified, and our business environment rose significantly in international rankings. Opening up was expanded on all fronts, and joint efforts to pursue the Belt and Road Initiative (BRI) made significant headway. The first China International Import Expo was a success. Work began on building the China (Hainan) Pilot Free Trade Zone. Chinaxxxs total volume of trade in goods exceeded 30 trillion yuan, and its utilized foreign investment totaled US$ billion, ranking China first among developing countries. The three critical battles got off to a good We forestalled and defused major risks. The macro leverage ratio trended toward a stable level; the financial sector was generally stable. We solemnly commemorated the 40th anniversary of reform and opening up, thoroughly reviewed its great achievements and the valuable experience gained in its pursuit, and pledged our resolve to see reform and opening up through in the new era, thus galvanizing the Chinese people of all ethnic groups to continue their hard work to make new historic achievements. 1 This refers to th e battles against potential risks, povert y , and pollut i on. 2
Looking back at the past year, we can see that our achievements did not come easily. What we faced was profound change in our external enviror u nent. Setbacks in economic globalization, challenges to multilateralism, shocks in the international financial market, and especially the China-US economic and trade frictions, had an adverse effect on the production and business operations of some companies and on market expectations. What we faced were severe challenges caused by the growing pains of economic transformation. An interlacing of old and new issues and a combination of cyclical and structural problems brought changes in what was a generally stable economic performance, some of which caused concern. What we faced was a complicated terrain of increasing dilemmas. We had multiple targets to attain, like ensuring stable growth and preventing risks; multiple tasks to complete, like promoting economic and social development; and multiple relationships to handle, like that between short-term and long-term interests. And the difficulty of making policy choices and moving work forward increased markedly. With the concerted efforts of the whole country, the Chinese economy, from a larger base, achieved generally stable growth while making further progress; and social stability was ensured. This once again shows that the Chinese people, under the leadership of the Communist Party of China, have the courage, vision, and strength to prevail over any difficulty or obstacle. There is no difficulty that cannot be overcome in Chinaxxxs pursuit of development! Over the past year, we fully implemented all major policies and plans made by the Party Central Committee with Comrade Xi Jinping at its core. We followed the general principle of pursuing progress while ensuring stability, and worked holistically to maintain stable growth, advance reform, make structural adjustments, improve living standards, and guard against risks. We handled economic and trade frictions with the United States appropriately. We worked to ensure stable employment, a stable financial sector, stable foreign trade, stable foreign investment, stable domestic investment, and stable expectations. Our main work of the past year was as follows. First, we developed new ways to improve macro regulation and ensured a generally stable economic performance. Facing new circumstances and developments, we were firm in choosing not to adopt a deluge of strong stimulus policies, and we maintained the 3
continuity and consistency of macro policies. As we conducted regulation to keep main economic indicators within an appropriate range, we also improved targeted and well-timed regulation, and carried out anticipatory adjustments and fine-tuning. We continued to pursue a proactive fiscal policy, focusing on cutting taxes and fees, strengthening areas of weakness, and promoting structural adjustment. We reduced VAT rates and expanded the coverage of tax relief for small businesses with low profits, and introduced preferential tax policies to encourage R&D and innovation. Over the year, the tax and fee burden on enterprises and individuals was thus reduced by around trillion yuan. We improved the composition of budgetary spending, put idle budgetary funds to use, and ensured spending in key areas. We maintained a prudent monetary policy and encouraged financial support for the real economy. In response to the difficulties and high costs of financing, we reduced required reserve ratios four times, and applied a combination of measures to ease funding shortages faced by private enterprises and small and micro businesses. Initial success was thus made in curbing the rising cost of financing. We promptly responded to abnormal fluctuations in the stock and bond markets, and kept the RMB exchange rate basically stable. Chinaxxxs foreign exchange reserves were maintained at over US$3 trillion. Second, we took solid action in the three critical battles and made good progress in carrying out key tasks. We drew up and began the systematic implementation of a three-year action plan for the three critical battles. We made steady progress in structural deleveraging, handled risks in the financial sector prudently and appropriately, prevented and controlled local government debt risks, and reformed and improved mechanisms for conducting regulation over the real estate market. We will promote development of substance in higher education, develop world-class universities and world-class disciplines, and support the development of colleges and universities in the central and western regions. We will expand the enrollment of students from rural and poor areas at colleges and universities. We will develop vocational education. We will strengthen the ranks of teachers, and promote the application of information technology in education.?
We will ensure a steady level of investment in education, improve the mix of educational spending, and narrow the gaps between urban and rural areas, between regions, and between schools, so as to make educational resources accessible to all our families and children and enable them to embrace a brighter future.

We will increase the basic pension for retirees and the minimum basic old-age pension for rural and non-working urban residents. We will realize provincial-level collection and spending of enterprise workers’ basic pension funds and increase the proportion of these funds under central government allocation. Close to 300 million people in our country live on pensions, and we must ensure they receive their benefits on time and in full.
We will ensure implementation of preferential treatment policies for demobilized military personnel, and ensure benefits for the families of people who have died in service of the public. We will extend the coverage of unemployment insurance and see that rural migrant workers and others out of work who are in the scheme less than a year are covered in the locality where they are living.?
The social assistance system will be improved. Subsistence allowances will be expanded to cover all families in difficulty, and such allowances will be made promptly available to eligible urban unemployed people and migrant workers who have returned home. We will ensure assistance is provided to anyone who runs into temporary difficulty because of disaster, illness, or disability.
With these measures, we can ensure that all members of disadvantaged groups have their basic living needs met and that more unemployed people will have the support they need to secure their next job or start their own business.

Since last year, we have achieved important progress in strengthening national defense and the armed forces. The people’s armed forces demonstrated fine conduct by reacting swiftly to the Party’s commands and shouldering heavy responsibilities in covid-19 control.
We will thoroughly implement Xi Jinping’s thinking on strengthening the armed forces and the military strategy for the new era. We will continue to enhance the political loyalty of the armed forces, strengthen them through reform, science and technology, and the training of capable personnel, and run the military in accordance with law.

一、2022年工作回顧
剛剛過去的2022年,是我省(河北省)面臨形勢嚴峻復雜、困難挑戰異常突出的一年,也是轉型升級、爬坡過坎邁出重要步伐的一年。xxx、xxx對河北工作高度重視,習****xxx多次作出重要指示和批示,對我省發展給予了極大關懷,為我們指明了前進方向。在xxx河北省委的領導下,全省人民認真貫徹黨的十八大、十八屆三中四中全會精神,以習****xxx系列重要講話為指引,堅持穩中求進、改革創新,打好四大攻堅戰,推進改革、調整、鞏固、提升四大任務,著力穩增長、調結構、促改革、治污染、惠民生,努力實現省十二屆人大二次會議確定的目標任務。
——經濟運行緩中趨穩。增長速度逐季回升,預計全省生產總值29000億元、增長左右,固定資產投資增長,社會消費品零售總額增長,進出口總值增長。
——質量效益穩步提高。產業結構發生積極變化,服務業對經濟增長的貢獻率首次超過50%。全省一般公共預算收入億元、可比增長。城鎮化率達到。

一年來,我們主要做了以下幾個方面的工作:
加大結構調整力度,推動了經濟提質增效升級。牢牢抓住調整經濟結構、化解過剩產能這個轉變發展方式的牛鼻子,增減結合、有扶有控,努力打造河北經濟升級版。
化解過剩產能取得突破。咬緊牙關、主動作為,深入推進“6643”工程,組織開展鋼鐵過剩產能壓減“周日行動”、水泥過剩產能壓減集中行動,全年壓減煉鐵產能1500萬噸、煉鋼1500萬噸、水泥3918萬噸、平板玻璃2533萬重量箱,均超額完成國家下達任務。實施鋼鐵產業結構調整方案,石鋼搬遷、唐山渤海鋼鐵重組搬遷、武安鋼鐵企業退城進園升級改造項目啟動。
心得體會工業轉型升級步伐加快。“有中生新”改造提升傳統產業,實施“十百千”工程和千項技改項目,工業投資增長,新增規模以上工業企業1700多家。“無中生有”培育壯大新興產業,重點發展新能源、電子信息、生物醫藥等12個優勢產業,全省高新技術產業、裝備制造業增加值分別增長12%和10%,高于規模以上工業增速7個和5個百分點。

The five years since the first session of the 12th National Peoplexxxs Congress (NPC) have been a truly remarkable five years in the course of our countryxxxs development. Facing an extremely complex environment both at home and abroad, the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core, has rallied and led the Chinese people of all ethnic groups to forge ahead. Over the past five years, significant headway has been made in reform and opening up. In reform, we have made strong moves across the board, secured major advances in many areas, and driven deeper in pursuing progress, making breakthroughs in reforms in important fields and key links. Reforms to streamline administration and delegate powers, improve regulation, and 2
optimize services, have driven profound shifts in the functions of government, and significantly strengthened market dynamism and public creativity. The Belt and Road Initiative has been making major progress. The composition of both Chinese foreign trade and foreign investment in China has been improved, with volumes ranking among the largest in the world. Over the past five years, living standards have been constantly improving. We have made decisive progress in the fight against poverty: More than 68 million people have been lifted out of poverty, including a total of million relocated from inhospitable areas, and the poverty headcount ratio has dropped from to percent. Personal income has increased by an annual average of percent, outpacing economic growth and creating the worldxxxs largest middle-income group. Tourist departures have grown from 83 million to over 130 million. Social old-age pension schemes now cover more than 900 million people, and the basic health insurance plans cover billion people, forming the largest social safety net in the world. On average, life expectancy has reached years. Over 26 million housing units have been rebuilt in rundown urban areas, and more than 17 million dilapidated houses have been renovated in rural areas. Thanks to these efforts, more than one hundred million Chinese have moved into new homes. Over the past five years, the environment has seen gradual improvement. To address air, water, and soil pollution, we have designed and enforced a ten-point list of measures for each and achieved solid progress. Both energy and water consumption per unit of GDP have fallen more than 20 percent, the release of major pollutants has been consistently declining, and the number of days of heavy air pollution in key cities has fallen 50 percent. Forest coverage has increased by million hectares, and the area of desertified land has been reduced by close to 2,000 square kilometers on average each year. Encouraging progress has been made in green development. In the year just passed, all main targets and tasks for economic and social development were accomplished and performance has exceeded expectations. GDP grew percent and personal income rose percent, both beating the previous yearxxxs growth rates. Around million new urban jobs were created, and the jobless rate was the lowest in recent years. Over the past five years, the ground breaking achievements made on every front and the profound and fundamental changes that have taken place, have attracted global attention and are the pride and inspiration of all of us in China. Over the past five years, we have worked with dedication to implement the decisions and plans made by the Party Central Committee with Comrade Xi Jinping at its core. The following are the highlights of that work: First, with a commitment to the general principle of pursuing progress while ensuring stability, we have focused on developing new and better approaches to macro regulation, kept major indicators within an appropriate range, and achieved stable, positive economic performance.
