Here’s whatJoe Biden thinks we should do:
Establish aTrue Small Business Fund: Congressional Democrats secured a set-aside of $60billion in funds for smaller lenders and community-based , which are frequently best positioned to get resources into thehands of deserving small businesses in vulnerable communities. Joe Biden is calling on the Trumpadministration to go even further as it implements the PPP. The Trump administration should reserve fullyhalf of all the new PPP funds for small businesses with 50 employees or less,so the bigger and more sophisticated aren’t able to win in a first-come,first-served race. We should make sure we serve the mom-and-pop shops — beautysalons, barbershops, diners, local auto body shops. Back on April 3, Joe Bidenasked the administration to “produce a weekly dashboard to show which smallbusinesses are accessing loans – to make sure that the program isn’t leavingout communities, minority- and women-owned businesses, or the smallestbusinesses.” They have not done so. It is unacceptable to have a small-businessprogram that is leaving minority business owners out in the cold, or that firmswith fewer than 20 employees received only about 20% of the money – even thoughthey make up about one third of payroll. Small non-profits—including churches, mosques, and synagogues— should also be eligible for this fund. The Trumpadministration can do this if it makes it a priority. The country will be watching.
No UnjustEnrichment: Keep Well-Off Business Owners from Using Any Program to UnjustlyEnrich Themselves: Our emergency programs should be designed to keep smallbusiness owners and their workers whole during the crisis – not to makewell-off business owners better off than they would be with no , there is a very real risk of high-paid business owners sufferinglittle revenue harm seeking to have loans forgiven that are for more than thelosses they have suffered. This is just wrong. Joe Biden would expedite loanswith less unnecessary paperwork to hard-hit businesses, and never punish firmsor banks for good-faith mistakes. But Biden would also make clear that nobusiness owner should be receiving more than their lost revenue – and thatthere should be heightened scrutiny of certain types of small businesses –consulting, accounting, legal, tax advice, hedge funds – and where owners and executivesare making above $500,000. He is callingon the Trump administration to embrace this approach in implementing the nextround of funding.
Make SureThat the Program’s Terms Actually Help Small Businesses. Joe Biden would alsosupport further rule changes to the PPP that would ensure deserving smallbusinesses get all the help they need for as long as they need, including:
Providing aguarantee that every qualifying small business will get relief, rather thancapping the fund in a way that forces small firms to compete against oneanother.
Authorizingmore generous loans that allow for small businesses in need to both keepworkers on payroll and cover fixed costs for the duration of the crisis. It’sno use paying for payroll if a small business can’t keep the lights on.
Extendingthe eight-week limitation so that payroll forgiveness continues for theduration of the crisis (in early April, Biden called upon the administration to“immediately re-engage Congress to allow for small business loans that can keeppeople on the payroll for far longer than eight weeks”), and there should beflexibility to allow businesses to decide when the covered period begins.
Establishinglook-back audit mechanisms to police against abuse based on a review of netbusiness income.
Educators, students, and families have done an incredible job in difficult circumstancesover the last four months. Everyone wants schools to fully reopen for in-personinstruction. Creating the conditions to make it happen should be a top nationalpriority. Joe Biden believes that the decision about when to reopen safelyshould be made by state, tribal, and local officials, based on science and inconsultation with communities and tribal governments. It should be made withthe safety of students and educators in mind. And, it should be maderecognizing that if we do this wrong, we will put lives at risk and set oureconomy and our country back.

Just aswith COVID-19, Donald Trump has denied science and failed to step up in theface of the climate crisis. He has called it a hoax. He has allowed ourinfrastructure to deteriorate and farmers’ fields to flood. He has held backAmerican workers from leading the world on clean energy, giving China and othercountries a free pass to outcompete us in key technologies and the jobs thatcome with them. And instead of supporting more tax credits that keep solar andwind workers employed here at home, Trump showered tax cuts on that encourage offshoring. His actions have not only set us back interms of progress on environmental justice and clean energy jobs, they havemade us more vulnerable – weaker and less resilient – as a nation.
