10 月 25 日下午，國際奧委會、國際殘奧委會、北京冬奧組委三方，共同發(fā)布了第一版《北京 2022 年冬奧會和冬殘奧會防疫手冊》（以下簡稱《防疫手冊》）。
《防疫手冊》分兩本，一本適用于運動員和隨隊官員，另一本適用于所有其他利益相關方，將為他們前往和抵達*、參加冬奧會和冬殘奧會、離開北京提供全面指導。
據(jù)介紹，《防疫手冊》的制定主要考慮了六大原則：
一是簡化辦賽，最大限度減少非必要活動和環(huán)節(jié)，特別是壓減人員規(guī)模；
二是堅持接種疫苗；
三是堅持閉環(huán)管理；
四是堅持有效處置，一旦發(fā)現(xiàn)疫情，科學精準及時處置；
五是堅持防控一體化，把冬奧會疫情防控全面融入主辦城市疫情防控體系，確保賽事和城市安全；
六是堅持統(tǒng)籌兼顧，在嚴格落實疫情防控措施的同時，以運動員為中心，兼顧各方需求，提升參賽體驗，創(chuàng)造良好條件。
《防疫手冊》指出，北京冬奧會、冬殘奧會參賽運動員 xxx 應接盡接 xxx 新冠疫苗。接種疫苗的運動員、少數(shù)通過醫(yī)學豁免的運動員和隨隊官員，可在入境后直接進入閉環(huán)。
其他人員執(zhí)行 xxx 二選一 xxx 政策：來華前 14 天完成全程疫苗接種者，入境后直接進入閉環(huán)管理；未接種或未完成全程接種的，入境后進行 21 天集中隔離觀察。
《防疫手冊》介紹，北京冬奧會、冬殘奧會賽時將實行閉環(huán)管理政策，涵蓋抵離、交通、住宿、餐飲、競賽、開閉幕式等所有涉冬奧場所。
據(jù)介紹，所謂閉環(huán)，是根據(jù)入境人員賽時活動軌跡設計出來的空間，可能是場館的某一部分，也可能是整個場館，通過交通工具連接起來，形成一個封閉區(qū)域，與社會層面分開。
在閉環(huán)內(nèi)，所有人員將只能在涉冬奧場所特定空間內(nèi)活動，參加與本人訓練、比賽、工作等有關活動。
但同時，各利益相關方在閉環(huán)內(nèi)的必需的工作需求，都會得到滿足，比如運動員參加訓練比賽，媒體記者對賽事的采訪等，都不受影響。
